Appoint the Army Commander
1. Click on the city and select "Form Army" from the popup buttons.'

2. Click on the hero list in the dialogue box and select a hero (heroes who have taken charge of a city, died or who aren't on the flagship cannot be appointed as an army commander), select the grey button.

3. Appoint the hero to be the army commander.
 

Remove the Army Commander
1. When the army enters the city, the hero will enter too. Now you can remove the army commander.
